Medicare Part A payments for nursing homes could be cut by $320 million in fiscal 2023, according to proposed rules released Monday by the Centers for Medicare and Medicaid Services.

The decrease is due to the transition to a new pay case portfolio classification model in 2019.The model must be budget neutral, but CMS analysis finds unexpected increase in payments By fiscal 2020, that means the agency must cut payments for next year, the bill said.

The proposed rule also seeks feedback on how minimum staffing requirements for nursing homes are determined, Follow the instructions President Joe Biden.

CMS also wants to include employee turnover metrics in the Nursing Home Quality Incentive Program. The proposal proposes adding other new measures to the incentive program in fiscal 2023, including a measure for healthcare-associated infections requiring hospitalization and a measure of total hours of care per resident per day.
