Multistate cannabis operators (MSOs) make millions from the legalization industry. At the same time, many of the communities hardest hit by marijuana prohibition have yet to experience the economic boost from legalization. To combat this troubling trend, Sen. James Sanders Jr., Democrat of New York, is introducing the Cannabis Community Reinvestment Act (CCRA).
The initiative has the backing of the National Cannabis Party (NCP), whose representatives will make a statement with senators on Thursday, April 7.
The CCRA Act would require MSOs to reinvest in communities disproportionately affected by marijuana bans. This could include establishing economic and cultural institutions in areas most affected by cannabis prohibition.
Senator Sanders believes MSOs have a responsibility to reinvest in local communities and create economic growth for all those suffering from the war on drugs. “The war on drugs has wreaked havoc and destroyed many lives — especially in communities of color,” he said.
“My bill will ensure that the companies that profit the most from legalizing marijuana will contribute a portion of their profits to the communities most hurt by the war on drugs,” Sanders said.
The Marijuana Regulation and Taxation Act (MRTA) became law in New York State in 2021, legalizing adult-use marijuana. The bill created the Office of Cannabis Regulation to regulate this new industry.
It is also responsible for developing economic and social justice initiatives to promote equal access to opportunity in the cannabis sector.
The CCRA Act will strengthen the Office of Cannabis Regulation’s efforts to create a fairer industry.
As a supporter of the bill, PCN Advocates for national cannabis reform and is particularly committed to creating more equitable access to the plant and economic opportunity consistent with legalization.
Sephida Artis-Mills, president and co-founder of NCP, sees the MRTA as a key step in advancing access. “The power belongs to the people, and the factories belong to the people. Controlling the way people choose their medicines and their overall health is a civil rights issue that we need to address,” Artis-Mills said.
