A crew of workers was reportedly attempting to restart a boiler at the Valero refinery facility, which went offline early that day, when the deadly explosion occurred. The violent explosion fatally injured instrumental and electrical operator, Tommy Mannis, 40, of Alvin, and injured an unidentified Valero employee, and a contract worker. The unidentified Valero employee was rushed by emergency medical service (EMS) teams to Galveston area hospital, while the other worker was taken to a Texas City Hospital for treatment. Their injuries and current state of condition were not reported. The boiler the men were working on apparently makes steam to power other units at the plant.
